Travel Health Insurance for Russia: When It Is Mandatory and What It Requires

Contents of the Guide

The travel health insurance requirement for Russia is not the same for all travellers. It is mandatory for holders of certain nationalities under reciprocity agreements, some Russian consulates list it among the visa documents for other nationalities, and it is strongly recommended for everyone because medical treatment in Russia is expensive for non-citizens. This guide explains whether the requirement applies to you, the policy specifications consulates check, and the mistakes that lead to a policy being rejected.

Is insurance mandatory for a Russian visa?

  • Mandatory: for citizens of Schengen countries and a number of other countries, whether they enter on a paper visa or an e-Visa.
  • Required by some consulates: some Russian consulates include it in the document lists for additional nationalities, so check the list of the consulate you are applying to in your country of residence.
  • Recommended for everyone else: even if it is not required in your file, Russian law allows border authorities to ask about valid medical insurance in certain cases.

A note for Saudi citizens: Saudi Arabia and Russia announced a mutual visa waiver agreement in 2026, so check the current entry conditions and permitted length of stay on the website of the Russian Embassy in Riyadh before you travel. Even with the exemption, insurance protects you from treatment costs that can be high.

Policy requirements accepted by Russian consulates

  • Scope: explicitly valid in the Russian Federation, because many international travel policies exclude Russia.
  • Duration: the whole stay for single and double-entry visas, and the length of the first visit for a multiple-entry visa.
  • Cover: emergency medical treatment, medical transport and repatriation. Some consulates require at least €30,000 with no deductible.
  • Details: the insured person’s name matching the passport and visa, the policy number and date, and the period of cover.
  • Insurer: some consulates require the insurer to be on their list of approved companies, so ask before buying.

The unified e-Visa and insurance

Russia offers a unified e-Visa to citizens of a list of countries through the official website evisa.kdmid.ru, with a decision within a few days. If your nationality is one that must have insurance, the requirement also applies to the e-Visa, and you must carry the policy when you enter, as the border officer may ask for it. The e-Visa does not replace insurance for these nationalities.

Students, long stays and families

Students, workers and long-term residents usually need health insurance from a Russian company after arrival, according to their university’s or employer’s requirements, which is outside the scope of short-term travel insurance. On family tourist trips, every traveller, including children, needs cover in their own name. Details are in our guide to travel insurance for children.

Mistakes that get a policy rejected

  • A policy whose scope is “Europe” or “Worldwide excluding certain countries” and doesn’t name Russia.
  • Dates that don’t cover the whole stay stated in the application.
  • A name that differs by a letter from the passport.
  • A policy with a deductible at a consulate that requires none.
